Australia unveils new DES performance framework and scorecards, ETHRWorldSEA

Australia recently introduced a new Disability Employment Services (DES) Performance Framework and Scorecards in an effort to ensure equal employment opportunities for Australians with disabilities. Designed to monitor, measure, and drive continuous improvement among DES providers, the framework aims to deliver meaningful employment outcomes for the 2.7 million Australians of working age living with disabilities.The new Performance Framework centers on a set of key performance measures. Quarterly Scorecards will be utilised to report on provider performance across all measures. Each provider will receive a score out of three for each domain and measure, which will be reflected on their Scorecards. This scoring system allows DES participants, their families, and careers to make informed decisions about their preferred providers.

Minister for Social Services Amanda Rishworth underscored the importance of this initiative in fostering a high-performing DES programme. She stated, “The new Performance Framework and Scorecards will give providers, employers and participants, as well as the general public, a very clear picture of what is expected of DES services and how providers are stacking up.”

Rishworth further emphasised the overall goal, saying, “We want DES providers to ensure jobseekers with disabilities are informed, supported, and receiving the best services possible.”

The Scorecards aim to enhance the effectiveness, efficiency, and quality of DES providers. The framework’s focus on outcomes measures not just the quality of services but also the success in assisting participants to find and retain employment, as well as complete training and education that improve job readiness. This new system will replace former evaluation methods for DES providers, including the 2018 DES Performance Framework, Star Ratings, and the current Interim Performance Measures.

With 5.5 million Australians living with disabilities, the need for transparent and efficient employment services is crucial. The updates promise greater accountability and support in achieving meaningful employment for individuals with disabilities across the nation.
