“The investigation is ongoing, but it is fair to say that Ukrainian military intelligence is directly involved in the attack,” state news agency quoted Bortnikov as saying.
He also accused the NATO military alliance of helping transfer “mercenaries and fighters from international terrorist organizations from the Middle East, North Africa and Afghanistan” to Ukraine to fight against Russian forces.
Islamic State claimed responsibility for the concert hall massacre in March and U.S. authorities said they had intelligence indicating it was carried out by its Afghanistan affiliate, Islamic State of Khorasan. Ukraine has repeatedly denied any involvement in the attack.
According to TASS, Bortnikov said that the Islamic State of Khorasan played a role in coordinating the actions of the attackers, while Ukrainian military intelligence also played a direct role.
